M.L.E.O. Parking Bylaw Enforcement Officer Certification Training

Program Information

This course has been vetted and approved by the Ontario Traffic Council.(O.T.C.) This is the Provincial body who certifies Parking Control Officers in Ontario. Most Municipalities are members of the O.T.C. and recognize this course for the purposes of approved training.

The City of Toronto has an additional requirement for any person, security guard or employee to attend a short, free, workshop in addition to this course. This is to show you how to fill out City of Toronto tickets and explain the process and requirements of law to enforce Parking in the Municipality.

This course is a standalone program for anyone interested in becoming a Parking Enforcement Officer, M.L.E.O. or wishing to add this training to other appointments. Content covered includes Officer Safety, Situational Awareness, Provincial Offences Act and prosecutions as well as a new alternative system in place in Ontario that permits Municipalities to deal with Parking offences internally and outside of the Provincial court system.

Parking Enforcement is often viewed as a specialty skill set in larger Municipalities, and a necessary requirement for all Bylaw Officers in smaller ones. Cross training in as a P.O.O. is highly recommended if you intend to work in a Municipality that employs general Bylaw officers or ones who cross train officers to do both Animal Control and Parking Enforcement.

The term “M.L.E.O.” originates in the Ontario Police Services Act. Every Municipality has the authority to appoint people to enforce their own Bylaws. This, in the past, included Police Officers...a practice that continues today however it is more likely that, due to costs, this has been outsourced to “in house” staff or even Security Guard Companies that are now performing this function. This means a private security guard can become a M.L.E.O. for enforcing Bylaws or Parking offences.
