Overview

Ontario Bylaw Officer Core Competency Program, is a standalone course for anyone seeking employment as a Provincial Offences Officer, By-law Enforcement Officer or Municipal By-law Enforcement Officer in Ontario.

This core competency program also applies to anyone seeking employment as a Park Ranger, Park Warden, Provincial Offenses Officer or similar in Ontario. (The employer determines equivalencies per job requirements.) Check our website for specialty courses for Park Ranger or Warden training.)

Once you have passed the training you will receive certification.

Your instructors are certified Vendors of Record for the Ontario government for training Provincial Offences Officers for ANY and ALL agencies that require P.O.O. certified training. This includes agencies that are partly funded by the Province such as Provincial Parks, Municipalities and their Conservation Areas. We have also trained Special Constables for O.C. Transpo in Ottawa, Carleton University, Toronto Community Housing Corp as well as the Ontario Association of Colleges and Universities.

A Provincial Offences Officer’s (P.O.O.) appointment comes via the Provincial Offences Act. Agencies that employ P.O.O.’s have the authority to appoint officers once you meet their criteria. Some require specialty “in house” training in the specific legislation they enforce and also to familiarize you with the processes for enforcement and gaining compliance to legislation within the scope of their mandates.

This program contains Provincially vetted content of a general nature. The topics taught are identical to the content taught at the Ontario Police College for all the same reasons. Additionally, the program discusses how officers who are employed strictly by Municipalities operate vs those who work for Provincial agencies. Police officers have a different mandate and a broader scope of authority, being able to enforce more and different laws. P.O.O.’s and M.L.E.O.’s have a very narrow scope of authority.

  • This course is delivered virtually through an interactive online platform in conjunction with Burgess And Associates Inc. You require access to a computer with high-speed internet and camera for the duration of each class.   • Upon successful completion you will receive a certificate through Burgess And Associates Inc. Note, these certificates do eventually expire and re-certification is required.
